This is the first time the AFP has charged someone with this offence.
AFP began an investigation after receiving a referral from Defence alleging the South Australian man, 25, a member of the ADF Reserves, [named in other media as Vincent Tran] had worked for a foreign military without authorisation.
Defence legislation regulates the work certain individuals can perform for a foreign military, government or company without authorisation.
It is alleged the Felixstow man travelled to Ukraine in May last year to serve as a drone operator for the Armed Forces of Ukraine in the war with Russia without authorisation. In January 2026, he returned to Australia.
AFP investigators executed a search warrant at a home in Flexistow on Thursday 2 April 2026 and seized several electronic devices, including a mobile phone and laptop.
Forensic examination of the electronic devices allegedly identified images linking the man to participation in a foreign conflict.
The electric devices will be subject to further AFP forensic analysis.
The man was charged with one count of foreign work restricted individual working for a Foreign Military Organisation or Government Body, contrary to section 115A of the Defence Act 1903 (Cth).
The maximum penalty for this offence is 20 years imprisonment.
AFP Counter Terrorism Commander Paula Hudson said the AFP worked closely with its local, Commonwealth and international partners to protect Australia’s interests.
Anyone with information about individuals with sensitive Defence knowledge intending to work for a foreign military or government body, or who have done so without authorisation, should contact the National Security Hotline 1800 123 400.

What about the ISIS brides! Reward them!
He has the courage to morally support a country invaded by a dictator! Maybe I’ll be next sending the Ukrainian Government a weekly donation! They need all the help they can get! How much has our Government already sent? Tanks, Bushmasters, drones? The man deserves a medal!
Fair Dinkum how bloody pathetic 20 years for operating a drone.
A bit harsh to charge one Australian with working for a foreign entity without authorisation i.e. for Ukraine, but not charge dozens of Australians working for Israel and its adversaries also without authorisation or is it “different conflicts different biased authorisation rules.” or politically too hot to touch?
Note we are happy to send tanks, weapons and more, bushmasters. Along with ex military fighting for Ukraine. But you decide to jump on a reserveist for doing what others are already doing. Kinda sending mixed messages to everyone ;when we never actually became a combatant in it.
