Ukraine’s Department of Military Training turns 95

Protection of the Motherland, independence and territorial integrity of Ukraine is a constitutional duty of every citizen of Ukraine. But you need to be able to defend your homeland. Especially when the threat becomes not conditional, but quite real, and military knowledge, skills and abilities may be needed at any moment. This is exactly the period that Ukraine is going through today, so the organization of military training not only in military schools, but also in civilian universities, which train reserve officers, becomes especially important. In civilian institutions of higher education, the training of citizens of Ukraine, who after its completion, if necessary, to stand up for the defence of the native country side by side with staff officers, is carried out at the departments of military training. One of the oldest in Ukraine is the Department of Military Training of Igor Sikorsky Kyiv Polytechnic Institute. Over the years, it has produced thousands of reserve officers, many of whom became combat officers at various times in our history. And for some of its graduates, service in the Armed Forces and other law enforcement agencies of our state has become a work of their life.

In October this year, it was 95 years since the beginning of military training. Not every institution of higher education in Ukraine can boast of such a long history.

The history of our state shows that the training of military specialists in peacetime, not to mention the current events, when hostilities are taking place on the territory of our Motherland, is extremely necessary.

Thus, the main goal, which was determined for military training in 1926, was to increase the defence capability and the level of troop mobilization. Such goals are set by the Department of Military Training even now.

And although for 95 years of existence of the military department of Igor Sikorsky Kyiv Polytechnic Institute there were events that globally affected society, but to this day the essence of training future reserve officers has not changed – the provision of military knowledge and skills for the citizens of Ukraine. However, now this training has a much wider range of professional areas than it was at the beginning of the department.

And so began its story. In March 1926, the first All-Union Congress of Delegates of the Organization of the Military Scientific Society of the USSR was held, in the work of which the rector of the Kiev Polytechnic Institute, Viktorin Flavianovich Bobrov, took part.

At this congress the task of militarization of educational institutions was determined. In order to implement it, the leadership of the Kyiv Polytechnic Institute decided to organize a military-scientific group at the institute. Those who wanted to help strengthen the state’s defence capabilities – students, professors and technicians – joined this group. To actively prepare for militarization, Igor Sikorsky Kyiv Polytechnic Institute created an organizing committee, chaired by Rector V.F. Bobrov.

By order of the personnel of the RSCA № 780 of November 4, 1926, the senior military leader of the universities of Kyiv and military head of the Igor Sikorsky Kyiv Polytechnic Institute was appointed the deputy head of the school of red commanders named after Kamenev, Brigadier General Volodymyr Oleksandrovych Olderogge. A military cabinet was set up at the Igor Sikorsky Kyiv Polytechnic Institute, in which all visual agitation, diagrams, material weapons, and manuals for studying military affairs were to be concentrated. On September 17, 1926, Mykhailo Ivanovych Kostko was appointed its head.

On October 2, 1926, V. O. Olderogge reported to the university authorities on the progress of preparations for militarization and proposed to begin military training of students on October 15. Since then, this day is considered the day of the beginning of military training in the Igor Sikorsky Kyiv Polytechnic Institute.

From the first academic year of militarization, classes in the speciality were planned to begin in 2-3 courses. In the 1926/1927 academic year, these classes were held in 21 groups, which included more than 1,500 people.

On September 16, 1930, a military department was established at the Kyiv Polytechnic Institute, headed by V.O. Olderogge.

Until 1941, the military department trained platoon commanders of the groups of wired and radio communications, ground artillery, chemical protection and sappers. By the beginning of World War II, the department had trained more than 5,000 reserve platoon commanders.

Ufter the return to Kyiv in 1944, and until 1948 the military department trained for the Red Army combat officers of automobile troops from among men fit for military service. From among men fit for non-military service and women, the military department trained officers of the technical staff of the automobile troops.

From 1948 to 1953, reserve officers were trained for automobile and from 1953 to 1960 – communications troops,. – reserve officers for the country’s air defence forces, and since 1960 – reserve officers for the air defence forces of the Land Forces. In 1969, the department began training military reserve engineers for the Navy.

In 1960-1975, the military department was headed by a veteran of World War II, Colonel Olexandr Nikolaev.

In 1969-1985, among the students of the Faculty of Electroacoustics, the Military Department trained military engineer officers for the Navy in the speciality “Combat use of sonar stations of the Navy.”

In 1988, the military department was headed by Colonel Viktor Danylovich Teteriatnyk.

The educational process at the department was carried out with the help of complex tasks: training, education and instilling practical skills in students – future reserve officers.

The basis of the process of their preparation was a qualitative study of the material part and mastering the military equipment of the anti-aircraft missile system and anti-aircraft artillery systems.

International relations between the military department of the Igor Sikorsky Kyiv Polytechnic Institute and the military department of the Wroclaw Polytechnic Institute were actively developed.

An important element of the educational process was the training camp in the army. They were organized on a 144-hour program and took place in military units of Kyiv, Belarus, Leningrad, North Caucasus and other military districts.

The direct acquaintance of students with the conditions of service and life of army teams ensured the harmony of the formation of the personality of future reserve officers, the perfection of command and methodological skills acquired by them during the study of military training at the institute.

According to the Resolution of the Cabinet of Ministers of Ukraine of August 19, 1992 № 490 “On the reform of the military education system”, the order of the Minister of Defence of Ukraine of June 25, 1992 № 133 “On reforming the military education system in Ukraine” and the Directive of the Chief of the General Staff of the Armed Forces of Ukraine of June 31, 1993 DGSH-122 in order to ensure quality training of students of Kyiv Polytechnic Institute under the reserve officers program Department of Military Training at Igor Sikorsky Kyiv Polytechnic Institute was reorganized into Faculty of Military Training.

Subsequently, in accordance with the order of the Ministry of Defence of Ukraine and the Ministry of Education of Ukraine of February 23, 1999. № 52/48, the Faculty of Military Training was transformed into the Military Institute of the National Technical University of Ukraine “Kyiv Polytechnic Institute”.

Colonel V.D. Teteryatnyk was appointed head of the institute, Colonel Volodymyr Yegorovych Dovhopoliy was appointed deputy head of the institute, Colonel Anatoliy Dmytrovych Lemeshko was appointed deputy head of the institute for educational and scientific work, Colonel Oleksandr Petrovych Pitkevych is the Deputy Head of the Institute for Educational Work, and Colonel Oleksandr Vitoldovych Ozhegov is the Deputy Head of the Institute for Armaments.

The Military Institute worked as part of two faculties:

– Faculty № 1 “Faculty of Military Training” (Head – Colonel Yurii Mykhailovych Radchenko, Deputy – Colonel Olexandr Mykhailovych Loza);

– Faculty № 8 “Faculty of Information Protection” (Head – Colonel Mykhailo Ivanovych Semenchenko, Deputy Head of the Faculty for Academic Affairs – Colonel Ivan Oleksiyovych Voskolovych, Deputy Head of the Faculty for Educational Work – Colonel Mykhailo Oleksandrovych Subkarev).

In order to further improve the training of officers for the Armed Forces of Ukraine, the Security Service of Ukraine and other military formations within the unified system of military education and science, in pursuance of the Resolution of the Cabinet of Ministers of Ukraine of March 23, 2001. № 269 “On the establishment of the Military Institute of Telecommunications and Informatization of the National Technical University of Ukraine” Kyiv Polytechnic Institute “and the Scientific Centre for Communications and Informatization of the Armed Forces on the basis of the Kyiv Military Double Orders of the Red Flag Institute of Management and Communications and the Military Institute of the National Technical University of Ukraine “Kyiv Polytechnic Institute”, which was liquidated, the Military Institute of Telecommunications and Informatization of the National Technical University of Ukraine “Kyiv Polytechnic Institute” (MITI NTUU “KPI”) was created. Colonel V.D. Teteriatnyk was appointed head of the institute.

The Faculty of Military Training became a part of MITI NTUU “KPI”, Colonel Y.M. Radchenko (2001-2003) was appointed the head of the faculty, then – Colonel O.M. Loza (2003-2015). During this period, the Igor Sikorsky Kyiv Polytechnic Institute trained reserve officers for the air defence forces, the technical staff of the auto mobile troops, and military engineers for the Navy.

According to the Resolution of the Cabinet of Ministers of Ukraine of Januaryu 30, 2015 № 94 “On the reorganization and formation of military educational units of higher educational institutions” the department of military training, which is part of the system of subordination to the Command of the Land Forces of the Armed Forces of Ukraine was established in NTUU ” Igor Sikorsky Kyiv Polytechnic Institute ” .

The licensed volume of educational services is 1620 people.

Since 2015, new military accounting specialities have been launched: “Organization of information protection and cyber security in information and telecommunication systems”, “Operation and repair of unmanned aerial vehicles”, “Application of military units and units of technical protection of information”.

The training and material base for conducting classes in 19 military accounting specialities meets the requirements of the guiding documents.

Currently, the Department of Military Training has a training program for reserve officers in addition to students of Igor Sikorsky Kyiv Polytechnic Institute, there are students of more then 20 educational institutions of Kyiv.

Reserve and retired officers with managerial experience, rich pedagogical, scientific, practical and combat experience in the anti-terrorist operation / joint forces operation, who have held senior positions in military administration bodies, are involved in training Ukrainian citizens. during military service in the troops. Some of them served at the University of Defence of Ukraine and higher military educational institutions as heads of departments, senior lecturers, teachers.

Through the efforts of the staff of the department managed to improve the system of training future reserve officers on tactical training. For this purpose the newest technologies are used, the electronic textbook is created, the educational material in the multimedia environment is developed. Electronic presentations contribute to the detailed study of the means of air attack in developed countries and the combat use of units and subdivisions, issues of internal order in the military unit (subdivision), the order of organization and daily service, including guard.

Much attention is paid to the development of modern computer programs that allow future officers to competently and in a short time to make informed decisions on the combat use of the unit.

A modern shooting range has been opened and equipped. Training shootings are conducted with AK-74 submachine guns, Makarov pistols, Margolin pistols and small-calibre rifles. So fire training students not only study in theory, but also acquire relevant skills in practice, because high-quality training of reserve officers without practical training is simply impossible.

For successful mastering of theoretical and practical material in each speciality at the department created and equipped modern classrooms. Separately classes are created to study the organization and combat use of all-military units and subdivisions, two computer classes are built.

After graduating from the Department of Military Training, many citizens of Ukraine linked their destiny with the protection of our state from encroachments on territorial integrity within the Armed Forces of Ukraine and other law enforcement agencies.
